Ive seen better, I am not sure I would call it rubbish. It was different from the classic series, but I am not sure that alone is terrible. The characters and acting were really bad.

The TV Movie, a miraculous thing, forced Doctor Who to grow up a bit.

Yes, the things fans like myself too for granted were changed with this rather mavrellous entry in the franchise. Things like the Doctor being unbeatable or even unkillable (for good) in the end were overturned as we saw the most violent reason for a regeneration so far given. I liked it at the time back in '96 as it closed the Sylvester McCoy era seemingly for good. Remember, this was in the days before audios.I had grown used to McCoy being the last of the Doctors that I never could have guessed his day was numbered with the advent of this TV feature.Paul Mcgann was a suitable replacement and I got used to him in turn thanks to novels, comics and eventually audios. In some way you could call him the recent canonised incarnation as we never see him regenerate, and if you classify the new series as a seperate entity, then that theory kind of works.
