Since very little of the 2nd Doctor stories are still available, its hard to judge outside of the novels, but The Underwater Menace was pretty lame.

Many of his stories are outstanding, but I have heard bad things about The Underwater Menace. I would like to know who voted for The Wheel in Space and why.
