In the real world Livingstone was London Mayor between 2000 and 2008 and this story is set during The Runaway Bride when London got attacked by the Webstar.
Mayor Livingstone found himself having to deal with this attack as he has received great amounts of emails about it.
He talks about it with his assistant who is someone we are immediately familiar with.
A certain Harold Saxon eventually comes into this conversation.
