I think whoever came up with the Doctor being half-human should be hung, drawn and quatered. Preposterous! That's primarily why I don't give some of what's stated in the novel 'Lungbarrow' too much stick. I'm not sure what to think. But going by what I've read so far in "Lungbarrow", the thing about the Doctor being half-human couldn't possibly be true. If I may recall, the Loom of Lungbarrow is exposed to the wilderness, the elements of outer Gallefrey. Ulysses, an alien explorer of a sterile species, and Penelope a human female, fell in love and facilitated the loom to give them a child. Not only did he have an outie, he came from the loom wet and screaming I may recall. So human. So unGallefreyen. His human DNA is most likely what attracted the Other to reconstitute. Makes absolute perfect sense to me.

Well, if you count the modern series as being an extended part o the story, then you will know the Doctor's mother (at least that's what RTD calls her, the episode never does) appeared in Tennant's last story, and she was apparently a Time Lord.
Dr. Who has always contradicted itself. This should be no different.
