I don't like any of the Key To Time stories. For me that was the turning point in Tom Baker's era. From then on, the stories just lost something.

In my opinion the worst pre Key-to-Time story is 'Underworld'.
It has the appearance of being directed by Ed Wood Jr.

I find Season 16 to be somewhat of a weak season though some stories are good. I think the weakest is season 15, there not even 'Horror of Fang Rock' or 'Image of the Fendahl' can keep that one afloat. Well, every Doctor has to have a few duff episodes doesn't he?

Season 12: Revenge of the Cybermen - Cheap looking, bad effects, dull beyond belief, the first story in which the Cybermen are just rubbish (JNT will continue this trend with an obvious relish)... Oh, and "Revenge", for god's sake!
Season 13: Android Invasion - So many plot-holes, well-worn sci-fi cliches and cardboard characters (that'll be a Nation script then) that even the half decent direction by Letts can't save it.
Season 14: Hand of Fear - Yesyesyes, it's a "classic" because of Sarah's departure but what about the other 3.75 episodes? Much of what is wrong with "Android" counts here,but it's written by Baker & Martin so this one has bells on it! Male Eldrad makes me cringe.
Season 15: Underworld - Baker & Martin again (the Pip 'n' Jane of the 70's), the CSO assault, all of the Underworld dwellers and the ludricous science.
Season 16: Power of Kroll - A painful choice as I love the work of Holmes, but in all honesty his writing was never worse then here. Lacklustre performances from all (including the regulars), dull sets, bad effects (especially the tentacle of mirth) all directed by a man who blatantly doesn't give a d**n...
Season 17: Nightmare of Eden - Bob Baker writes rubbish by the numbers here, Tom Baker is allowed to get away with far too much - "My arms, my legs...", the Mandrells (well actually the lighting, which generously shows all their faults), ze akzent! Much worse than the unfairly maligned "Horns".
Season 18: Keeper of Traken - Looks nice but, lord, is it dull! Introduces Ainley's Master, and for that this story will always be in my bad books!
The worst of this lot (and Big Tom's tenure) is Underworld
