Arbitration is the finale of Gallifrey season 5.

The episode title referes to Leela abducting Lord Zakar for trial on the deliberate negligence of the deaths of slaves, slaves that he could have saved if he had sent a ship large enough at them.
Fascinating how all this played out with Romana using her diplomatic skills to convince her old friend Leela to release Zakar so that lives can be saved.
It was also fascinating along the way that Leela tells the story of the woman that she was named after and that of a family friend.
Zakar sure proved to be a despicable man and ultimately gets what is coming to him.
While Arbitration has been solidly told around Zakar, the show truly got stolen by the cliffhanger that it presents at the end, one I certainly did not feel coming.
